GENERAL INSTRUCTIONS TO THE HOST STATE

  • 1. Sufficient time should be given to the participating States for the presentation and practice of the competitors — a minimum of 2 months.
  • 2. The Working Committee, to be constituted by the host State, is responsible for managing each event.
  • 3. The judges’ panel for each event is to be finalized well in advance.
  • 4. Judges' panel should include stakeholders from SLSA, Police, NGOs, Probation Officers, Welfare Officers, domain experts, and women representatives.
  • 5. Instructions and rules must be finalized with experts and shared with States 30 days in advance.
  • 6. Rolling trophies to be collected early by the Working Committee in consultation with BPR&D and the State.
  • 7. Expenditure sharing with BPR&D must comply with GFR–2017.
  • 8. Video recording of all events is mandatory.
  • 9. Knowledge partners like SAI, NIC, NASSCOM, NGOs, etc., must be selected in advance.
